Why divide AP only ? |

People of Andhra Pradesh have clearly understood that their MLAs and MPs have failed to stop the proposal of division of the State. And to their conviction there is something wrong with these MLAs and MPs.
But people do not know what is what of this episode. Media is not doing its duty to make people know the truth.
And Political parties must be thinking that public memory is short and when elections come everything goes well for obvious reasons.
MLAs and MPs might be confident that Party will look after their election in next elections. What they would gain opposing the inevitable ?
But let us examine if this division is avoidable or not.
There exists one Article 371D in the Constitution of India enacted in 1973 by the then PM Mrs. Indira Gandhi.
This article 371D was brought into force to provide even employment opportunities of Telangana people vis a vis Coastal and Rayalasemma people of the State. As per this Article all kinds of regional reservations to Hyderabad City must end in 1977 and must end in 1980 for Telangana region.

If any Bill for division of AP is to be placed in the house of Parliament this Article 371D must be scrapped first. But this needs two thirds majority in the Parliament to pass.
And as per Article 3 of the Constitution of India Parliament can place a Bill for division of a State if the proposal was made by the President of India. Of Course President of India acts on the advice of Cabinet. However, in 1955 Constitution was amended by making it mandatory for the President to ask respective Assembly for its consent for division of the State to check Center’s arbitrary decitions.
It is true that Punjab was divided under President’s rule. But it must be noted that before imposition of President’s rule Assembly passed the resolution for division of the State of AP.
And as per Article 3 of the Constitution of India Parliament can place a Bill for division of a State if the proposal was made by the President of India. Division of the State is not inevitable. It may be recalled that Punjab’s demand for separate Nationhood in eighties dwindled down later. Kashmir demand for division from India is there for over 75 Years. And Resolutions passed by respective Assemblies for division of their States by Maharashtra and Uttara Pradesh are pending with the Center for long. Not to speak of demands for separate States by people from Kuch, Vidarbha, Darjeeling, Bodoland, Jammu, Ladakh, Uttara Kannada, and so on.
In fact proposal of division of the State of AP is not supported by people’s mandate. People believe that this proposal for division if being made for just a two dozen MP seats in the ensuing election of 2014. I think Political parties are trying to steer public opinion towards division with media’s help by propagating false information or by concealing the truth.
